Dear Sir Matthew,
I have to thank you for your note of the 19th May, enclosing the further estimate for Nurse's Quarters to be added to the Barker Road Hospital.
2. I have, in accordance with your suggestion, put down on paper the various points which suggest themselves in connection with the proposal I have frequently discussed with you, namely, that the Government should take back the sum of $12,000 from the Hongkong Nursing Institution (which sum represents the public Jubilee Contribution towards the Nursing Home) and should, in return, increase its staff sufficiently to supply the community regularly with three nurses.
3. There can be no disguising the fact that the present system of private nursing is a complete failure and is on the point of collapsing for various reasons - one being, as I have frequently pointed out, the dislike of good nurses to being confined to one branch of nursing only (and in this Colony, maternity work is the chief work required of Private Nurses), a cause of complaint which is at once obviated if the nurses form part of the Government Staff and thus obtain a fair proportion of change in their duties.
4. The privileges of the Government Nurses also cause dissatisfaction to the private nurses; and for many reasons, of which the above are only examples, it is found impossible to retain good nurses here, unless they are on the same footing as others of their own profession and of similar qualifications.
5. The Hongkong Nursing Institution has received, during the last months, two crushing blows, namely, the resignation of Nurse...
